Landlord Gas Safety Obligations

If you let a property in the UK that has gas appliances, you are legally required under the Gas Safety (Installation and Use) Regulations 1998 to have every gas appliance, fitting, and flue inspected annually by a Gas Safe registered engineer. The resulting Gas Safety Record — commonly called a CP12 or gas safety certificate — must be given to existing tenants within 28 days of the inspection and to new tenants before they move in.

Failure to comply is a criminal offence that can result in prosecution and an unlimited fine. The legal responsibility sits with the landlord, not the tenant or the managing agent.

What a Gas Safety Inspection Covers

A CP12 inspection by an EMCO Plumbing Gas Safe engineer covers all gas appliances and fittings in the property, including:

• Gas boiler — visual inspection, combustion analysis, flue test, operation check
• Gas cooker or hob — burner test, auto-ignition check, flame supervision device test
• Gas fire or living flame effect fire — burner, pilot, controls, and flue/ventilation check
• Gas warm air heater (if applicable)
• All gas pipework accessible for inspection
• Gas meter and emergency control valve

Following the inspection, you receive a completed Gas Safety Record (the CP12) showing the result for each appliance, whether it is considered immediately dangerous (ID), at risk (AR), or safe to use. The certificate is signed by the engineer and includes their Gas Safe registration number.

What Happens If an Appliance Fails?

If our engineer identifies an appliance that is immediately dangerous or at risk, they will advise you of the options — which may include repair, isolation, or immediate replacement. An appliance classified as immediately dangerous will be disconnected (with your agreement) and cannot lawfully be reconnected until the defect is rectified by a Gas Safe engineer.
